As a parent, you can use My Health Record to:

Special Enrollment Having A Baby Or Adopting A Child

Congratulations! Welcoming a new child into your home is an exciting time with many things to consider. We’re glad you’re thinking about your child’s health insurance. Adding to your family size is a qualifying event. This means you can enroll in or change your health insurance coverage during a special enrollment period.

Additionally, if you were ordered by a court to provide health care coverage for a dependent, you may also qualify for a special enrollment period.

Keep in mind you only have 60 days to enroll in health insurance after your baby is born or adopted or you gain a dependent through a court order. After that, you’ll have to wait until open enrollment.

Add Your Babys Details

Select how many babies you would like to enrol from the dropdown list. Then select Next.

You can enrol all your babies if you had multiple children in the same birth. You can also enrol babies from 2 births in the last 12 months.

Enter your babys details.

Youll need to tell us your babys:

  • Date of birth

You can still enrol your baby even if you havent named them yet.

You can select either:

  • I havent named my baby yet
  • My baby does not have a first name.

Well add them to your Medicare card as NEWBORN FAMILY NAME. Their name will stay like this until you tell us their name.

You can tell us a first name at a later date.

You also have the option of telling us if your baby is of Aboriginal or Torres Strait Islander descent.

If you want your baby to have a My Health Record select Yes. If you dont want one, select No.

Select Yes if you want to add your baby to your Medicare Safety Net family. If you dont want to, select No.

Then select Next.

Children Over 14 Years

When your child turns 14, all authorised representatives and nominated representatives are removed from the childs record.

From the age of 14, children are able to control their own My Health Record, and can invite a parent, a family member, carer or trusted friend to access to their record as a nominated representative.

However, if your child is not able to make decisions for themselves, you can apply to become their authorised representative. To do this, you will need to provide your and your childs details and supporting information to demonstrate your authority to act on behalf of your child.

If you are the babys mother, you can use the Newborn Child Declaration form to be an Authorised Representative for your babys My Health Record, a secure online summary of their health information. This allows you to share your childs health information with doctors and other healthcare providers online.

Enrolling your baby in Medicare will also register them with the Australian Immunisation Register. This register keeps track of your childs immunisations.

Billing Medicare Funded Services For New Born Babies

Following a recent query about billing Medicare funded services for newborn babies, the AMA can advise that a number of options are open to practitioners.

If you are billing for a newborn that has been enrolled but the parents have not yet got the Medicare card, your practice or the parents can call Medicare to get the Medicare number. You can also look up the details in HPOS.

If the newborn isnt yet enrolled in Medicare, parents can do this using their Centrelink online account through myGov, the Express Plus Centrelink mobile app, visit a service centre or by post. They will need to submit the Newborn Child Declaration form they got in their Parent Pack from the hospital or birth centre.

If parents dont have the Newborn Child Declaration form, they can enrol their newborn by submitting a Medicare Enrolment Application form and 1 proof of birth document at a Medicare service centre.

If theres an urgent need for a Medicare card, parents can go to a Medicare service centre with the appropriate form and have the Medicare enrolment done on the spot and be given a Medicare number to use straight away.

As long as the newborn is eligible for Medicare you can treat them and bulk bill later when you know their Medicare number. Or, you can bill the parents and provide them with an invoice, so they can claim when the newborn has been enrolled.

Please note, if the newborns parents arent eligible for Medicare, the child may also not be eligible.

Tell us the details of the other person so we can contact them to get their consent. You need to tell us their:

The other person has to consent before your baby can be added to their Medicare card.

I Am Pregnant How Does The Newborns Act Affect My Health Care Benefits

The Newborns Act affects the amount of time you and your newborn child are covered for a hospital stay following childbirth. Group health plans, insurance companies, and HMOs that provide maternity benefits may not restrict benefits for a hospital stay in connection with childbirth to less than 48 hours following a vaginal delivery or 96 hours following a delivery by cesarean section. However, the attending provider may decide, after consulting with you, to discharge you or your newborn child earlier. In any case, the attending provider cannot receive incentives or disincentives to discharge you or your child earlier than 48 hours . The Newborns Act does not require plans, insurance companies, or HMOs to provide coverage for hospital stays in connection with childbirth. Other legal requirements, including Title VII of the Civil Rights Act of 1964, may require this type of coverage.

How Do I Add My Baby To My Medicare Card

If your baby is less than 1 year old, you can register them using a Newborn Child Declaration form. This form is provided in the Parent Pack you get from your midwife or hospital. The back page of the form needs to be filled out by the midwife or doctor who was at your babys birth. Submitting this form automatically enrols your baby in Medicare.

You should fill in the Newborn Child Declaration form and submit it through either:

  • your Medicare online account through myGov
  • your Centrelink online account through myGov
  • your Express Plus Centrelink mobile app

You can also enrol your baby using your Centrelink online account when you claim any of these payments:

  • Family Tax Benefit including Newborn Upfront Payment and Newborn Supplement
  • Parental Leave Pay
  • Dad and Partner Pay

A new Medicare card with your babys name on it will be sent to you in 3 to 4 weeks. You can get a digital version of the card straight away in the Express Plus Medicare app.
