First of all, the answer is at least two. The moment you plan to do photos with your baby there will be spit ups or a diaper explosion or some other outfit-ruining action. Always have a back up outfit planned an available.
Other than that, you dont really need fancy outfits for your baby. Get as many as you find super cute and fit in your budget. One thing to note about dresses is that they fit by weight and not by height. Little fox was able to wear her 0-3 Month dresses until she was five and a half months old! It was great to get such good use out of the outfits. .
Baby dresses are also the cutest thing ever. Being honest, we have way more than we need. I think I spend half our baby budget on dresses. But I make sure to get use out of them. I put them on Little Fox every time we go to church. Also when we have company. And when we are going somewhere nice.

A Quick Word On Sizing
The sizing of baby clothes can be a pain to navigate. Its done by age, which means that its really just a guess. My boys ran big, and from the day they were born, theyve always been at least one size up from where they should be. So just remember that the age is only a guide.
More helpful brands will put a suggested weight and length as well as an age range. Others will only put a single month. In both these cases, the single month or the size of the child, you should take these as a maximum recommendation. For example, if a top says 3 months on it. It will probably fit when theyre anywhere between newborn to 3 months.
Every brand has such a different size that I ended up ignoring the labels. Once I got all my baby clothes, I washed them and then went through the pile sorting. I put them into groups based on their actual size. I put the size I needed in the nursery along with a box with the next size up as spares. This helped with sizing and also made rotating clothes quick and easy.

Just a minute or two in cold temperatures can make baby miserable. Keep him or her warm and toasty by covering their head, arms, legs, hands and feet. Newborns should always wear a hat outdoors in the fall and winter. Choose soft beanies for comfort.
Socks, pants and long sleeves are a must. Finish with gloves and a hoodie or heavy jacket as necessary. When in doubt, take a look at what you are wearing and then dress baby in another extra layer. Be on the lookout for signs of overheating. If your little one looks flushed or seems fussy, you may need to take off their coat or mittens.

Then 7 t-shirts should be more than plenty. If they wear 7 pairs of socks and underwear a week and you wash twice a week, 10 pairs of everything is more than plenty. Why put 15-20 pairs of clothes back into the drawer, especially if you dont have a lot of room?
Plan how many outfits each member of your family needs. Most families wash the laundry once a week or more. You dont need 15 pairs of jeans for each child. Three or four pairs will work just fine. A newborn may need 10 pairs of pajamas since the newborn lives in them and spits up on them, but a 10 year old only needs three or four pairs.

When Should You Buy Baby Clothes
When should I start shopping for baby?
We had over 70% of the baby clothes ready for the first year BEFORE she came home. That way we could set up a clothing organization system and all of the clothes were put away.
I highly recommend preparing as much as you can before the baby arrives.
Once the baby comes home, you will have little time to do anything other than take care of the baby.

The Season And Your Local Climate:
I cant tell you how many clothes I only got one or two wears out of because I didnt plan for the weather. We lived in South Texas when Max was born , so there was really no need for the four different fleece jackets we owned.
Consider not only where you live, but what age your baby will be when each new season hits. You wont need a 0 to 3 months-sized snowsuit if your baby is born in April, but you will want to get a swimsuit in that size.
If youre having a summer baby, you may also not need as much to hang around the house in. On days when its warm outside and you are home, its okay to let it all hang out in a diaper. Double bonus: You get more skin-to-skin contact and have way less laundry to do.

How many outfits does a newborn go through in a day will depend on many factors such as blowouts, spits, weather conditions?
